The Ijaw Youth Council (IYC), has described the decision of the House of Representatives to  make the Petroleum Industry Bill cover the whole of Nigeria as ridiculous and a slap on the face of the oil bearing communities of the Niger-Delta region.

The House recently expanded the application of the Petroleum Host Community Fund in the PIB to cover all states where there is oil refinery or oil pipelines. It also reduced the percentage of the host community fund from 10 to 7. 5.
Reacting to the development on Friday, the IYC’s spokesman, Eric Omare, said that the decision was a deliberate attempt to frustrate the implementation of the bill.
He noted that the provision for the petroleum host community fund was not included in the PIB for the fun of it but to ameliorate the effects of oil gas operations in the host communities.
The group said it totally rejected both the reduction in the oil community fund from 10% to 7.5% and the expansion of the meaning of oil communities.
Specifically, IYC said that the definition of oil bearing communities and states in Nigeria is not in doubt, adding however that the National Assembly via the Niger Delta Development Commission (NDDC) Act Cap N86, Laws of the Federation of Nigeria 2004 has already defined oil producing communities and the states.
The group said it found it ridiculous that the House was finding it difficult to define oil producing communities or giving another definition from what is already contained in the NDDC Act.
“To give another definition of oil producing communities side by side with the definition in the NDDC Act amounts to complete illegality, legislative rascality and incompetence”, the IYC postulated.
The group warned those it called enemies of the Niger Delta not to take for granted the collective resolve of the region to let peace reign, adding that it would resist any attempt to enslave the region.
“The IYC has noted the deliberate attempts by the some sections of Nigeria to provoke the Niger Delta region to action at all cost. We call on Niger Deltans to be alert as the  days ahead may be rough for the region.We must resist the resolve of the enemies of the region to enslave us at all cost,” it said.
The group added: “The IYC also calls on the Senate to reject the House of Representatives’ version of the Petroleum Industry Bill and revert to the original provision of 10% for host communities which are already defined in the NDDC Act”.

Justice must prevail, this is rape on democracy, Niger deltans and everybody should say no to this new development. No wonder they are delaying this for the past 5years till when GEJ is leaving.

It's not because GEJ is leaving. His powers are separated from theirs so his position on the issue doesn't matter. The clause has already been passed but I don't know if it can be reversed cause that will be the best thing to do.

Even if GEJ vetoes it, the house can vote to override the veto and it stands.

You don't know anything in the working of the legislature and their standing rules. Every business of the current legislature ends in June this year. If the bill is not assented to by the President, if there is still need for it, it will be brought as a new bill in the next house. The coming house won't start where the current one stopped.

I wonder how many oil pipeline passes through kano, sokoto, borno etc, to warrant them been called a host community, this reps just want to cause trouble with this their crappy bill...SMH

this is what I call 'political leg-over'. for d uninitiated, leg over is a form of dribbling in soccer in which a player fools his opponent dat he's going left by dancing on d ball bt makes a right turn instead.

d petroleum industry consists of upstream(extraction n p), midstream(refining n transportation) n downstream(marketing n distribution).

to an average man, when they talk abt pib everybody just thinks they r only going to fork out money to niger delta. it goes beyond that afterall, there is NDDC. there is a refinery in kaduna, there was a time when some women in kaduna went unclad to protest d harmfull effects of d refinery on their husbands libido. are we going to say that these pple shouldn't hv access to this fund? for those of u who r familiar wit lagos, there is a pipeline dat runs frm abule egba to ipaja. I read dat d pple there hv complained severally to fashola dat he shd build a road to link these 2 places to ease congestion on abeokuta express but fash told em dat d pipeline is giving him issues wit d fg which means if that pipeline wasn't there, d road would've been built n life would've been beta(hold up of life). numerous pipeline bursts dat leads to infernos n ground water contamination. even congestions by tankers along apapa or so is still part of it.

it's funny how niger deltans feels they r d only ones affected by d curse called oyel. everybody is involved in this mess n everyone shd get a share of it but they must get a bigger cut n how much cut they r going to get is another debate on it's own.

look at d brighter side, look at d fact dat oil blocs will now b awarded via a transparent bidding process n d alhajis will not hv it as usaul. look at d fact dat d presido or pet minister won't b able 2 approve n revoke licenses solely at their discretion. there r other juicy n beneficial tins we shd look forward to. stop over flogging an issue that has already been concluded.

It's nothing but injustice.

This is the appropriate time for the militant leaders to fight for their people. Unfortunately, most of them are after what they'll gain.

The IYC have done well. I expect other extractions of the Niger Delta, mine (itsekiris) inclusive to condemn the amendment and call for a reversal to the original clause. I wonder why the reps would decide to play with something as sensitive as this.
