I think the most important part of this piece that may nail NOI is the fact the money she took to fund the fuel subsidy out of the ECA account was not approved by the FAAC. She has MISSAPROPRIATED or ( if proven to have not used the money for the purpose she outlined) probably EMBEZZLED that money.
