As long as the said money was spent on subsidy then the governors should direct their demands to the FG and not officers of government. Iwaela is not finance minister personified neither is GEJ President personified. You can only cry if the said money was diverted to personal accounts of the former officials.

If they don't have the powers, who then has it. Mr. President is not the sole signatory to accounts belonging to Nigeria and same goes to any FEB member. Once the approval is given, the appropriate ministry now process the payment transaction with the signatories for that particular account. So, it's not like NOI or GEJ will withdraw the cash and start paying.

The Federal Government is not the presidency alone. But also the different Ministries, Parastatals and Agencies that constitute the Federal Structure.
