Correct me if I am wrong, but last time I checked, it wasn't a crime to carry or transport huge sums of money in Nigeria .
I am also not aware that we have civil forfeiture laws in Nigeria, that allow law enforcement agents to seize assets first, even before a crime has been established to have been comitted.

It seems na Jealousy lynchmob mentality just de kii people for here.

when did National Drug Law Enforcement Agency (NDLEA) start playing the role of Economic and Financial Crimes Commission (EFCC)

still on the change issue ?
Go read the NDLEA Act........
In real time.....law enforcement is not affixed into compartments.....it is an offence for you to standby and do nothing to apprehend someone in breach of the law....
Moreso.....if things were to be done as you've cynically suggested.....and law enforcement were to turn a blind eye to crimes being committed because the requisite agency charged with the task happened not to be within reach.......criminals would indeed have a great day and no criminal would get apprehensive of the law.....
Thank goodness because of this synergy between law enforcement agencies....we saw soldiers apprehending the first of the members of the armed robbery gang that wrecked havoc at Ikorodu.....which said action snow balled into the arrest of the other members of the gang by the police.......

Throw away sad memories, throw them into an abyss, and hurry away. What of all those sad reminders? Put them out of sight, in the Bermuda Triangle? Yes, there, that's better, now forget about them forever. Keep only sweet memories, memories of beautiful stories, stories with happy endings. Beautiful memories are the antidote to sadness, they wipe away the tears from your eyes and spread smile across your face. You owe yourself a primary responsibility, and that is, to the keep only those things that make you happy, http://ayietim.

who told you he stole it?
i am sure he didn't steal the money...
he was arrested because of the foreign exchange and that is the reason why he didn't back it but for the purpose of parallel market FOREX ...
CBN governor has made some orders to banks and individuals so that they can curb the flow of hard currency in our local market which is further harming naira.
