For you to have even thought for a second that CBN could have given the loan without PMB's approval smacks of deliberate misleading of the gullible ones. Irrespective of when it was agreed, the loan was not granted since last year but only June 14 when PMB was already in charge and showing huge interest in the power sector.

CBN is an autonomous institution that doesn't need the "approval" of the President to take certain decisions like granting of loans or intervention as long as it doesn't conflict with the fiscal policy of the government. Recall that SLS led CBN donated cash to victims of the insurgency without anybody's approval. Emefiele issued order for stoppage of using the reserve to finance importation of 41 products without approval of the Executive. The intervention was not from the federation account or FG account, The President has no business nor did he play any role. Beside, it is a decision of the Bankers Committee, it is safe to say that the loan will be financed by the banks and not the FG purse.

The CBN/Bankers Committee loan to operators has nothing to do with FG just like the Sanusi's CBN intervention in the North provided that the monies used are not from Federation Account or that of the FG. It would have been different if Buhari Government had initiated a policy and brought the idea of intervention to the operators.
