Nope, Nigeria has NOT yet taken the loan. It needs Senate approval, Nigerian law does not allow the president to unilaterally borrow that much.

World Bank pledged the loan, but Nigeria has NOT accepted the money or accessed the funds. We do NOT owe them as at today, senate can disapprove it.
