It is only in Nigeria that you see army generals everywhere. In other places, you will hardly hear or know who the Military Chiefs are. They don't expose themselves on daily basis like the dimwits we call generals here.

Now to your question, since you can't tell the difference: one is supposed to be a career soldier, while the other is a politician. Do you still need some clarification?

Ok. The politician needs pics and paparazzi just as much as Kim K, and for a good reason too. Politics. While the other needs to be as invincible as possible. A general who is seen everyday, loses his invincibility. That's not good for him.
