That money will also be diverted as usual.. You can't completely fight corruption; development and financial control is the deal, let's have a database of all citizens like social security number; even if you are purchasing a property, it should be recorded in your SSN to make sales valid. With that we will all know what everyone is up to. If a police man should lockup any one; they should process them and include it in their SSN as well.
