Simply put: civil servants are garrison soldier. In combat, garrison never lead attack. They don't gain territory, they maintain and administer already gained territory.

Ministers and office holders are the attack force -infantry, artillery, armoured batalion and even airforce. They engage. They are needed to mould and champion policies, and most importantly, to advice the president as he wields executive powers.

Powers of the President is wittled down without Federal Executive Council (FEC) on which advise, the president acts.

Someone should please, please, please, explain to Buhari that anything he approves without FEC, he is on his own and can personally be answerable for those.

2. The constitution and relevant laws still specified some duties of the minister. For instance, the Attoney-General must give a go-ahead before any Security Agency can prosecute any case. The Petroleum minister is the statutory chairperson of NNPC. The aforementioned roles cannot be performed by the President except he takes charge of the ministries like Obj did.
3. No sane government function without cabinet. Go figure!

The statement by the President was callous, insensitive and myopic and was a huge embarrassment to the office of the President, the constitution, the entire government structure and Nigeria in its totality. How can a head of government go on live television in a foreign state and claim that the officials who act as intermediaries between the government and its public institutions are irrelevant and inconsequential in the entire framework of government. With that said he should just jettison the idea of appointing ministers and hand over total control to the Perm.secs who he described as GODS.
Anyone who allows himself to be ridiculed by this President, by accepting the role of a minister in this government is a disgrace to his profession, alma mata, and his family. How can they be expected to effectively carry out their duties in a government that doesn't respect the office they occupy. I pity this country.

Learn about what you intend to speak about. The constitution mandates that for someone to be made a minister he must meet the same criteria that is mandated for a senator. He must be a member of a political party and must be well known to the political class. So PMB can not make a Perm.sec a minister.

Point one is must the OP always respond to all PMB s statements while point two is PMB has said he will send his ministerial appointees list to the house for approval before the end of the month while my last point is that the perm secs who are the executive arm of the civil service have more experience than the so called ministers that only come for their share of the national cake and create avenue for theit various constituency to also eat part of this cake rather than focus on developments !!!

Yes, Buhari can appoint permanent secretary but the permanent secretary will first resign his job (someone will replace him) and undergo Senate screening. There are no two-ways here.

No matter how we look at it the Permanent Secretaries can't perform ministeral duties. They will only be executing presidential directives. They can't sit and deliberate with the president on issues. The permanent Secretaries can't approve contracts without the minister countersign... Except they'll be taking it to the president who will be choked at the end of the day. Even LGA Chairmen appoints Supervisory Councillors

Too pathetic. You are critical of the administration because you don't understand it. Buhari never hid the basis for his coming back to government; tackle corruption, insecurity and create employment. Nigerian people gave him a 48-month contract. He's just under four months gone. And he's looked at what we have and found the bane to be that nobody is held accountable for acts in government. For instance, Obasanjo spent $13.2 billion on Power and we can't see electricity. GEJ spent large sum also. Interestingly, I haven't bought fuel for the generators in one month. Ministers behaved as if they were gods. Now before you select government officials there should be performance expectations and clear directions.
