Barcanista, you are still trying to hide your bitterness of Buhari's defeat of Jonathan by forming constructive criticism. It is not a must to criticise every statement Buhari makes. You cannot criticise someone for what he thinks. Buhari never said he will not appoint ministers, he was only sharing his thoughts , and after being in government for over two decades, including becoming a head of state, he is entitled to his own opinion. This is what he said; “The ministers are there, I think, to make a lot of noise; for the politicians to make a lot of noise. But the work is being Buhari went further to explain that Ministers could be sources of distraction as a result of their dual allegiance; to their function as officials of the state and as politicians. Ministers represents the president in the ministries and readily carry out the president's directives as you mentioned. That makes their role in the affairs of state even more crucial. hinwazaka:I base my authority on the knowledge acquired and books read on the subject matter not on some reporter who probably read mass communication. The 99 constitution still affirms the Presidential system of Government for Nigeria, that hasn't changed. the 99 constitution doesn't "confer" political powers on the ministers they are still loyal to and answerable to the President and still exercise their powers through DELEGATED LEGISLATION. |

Ministers make more noise than do anything actually. Their primary aim is to ensure that their respective ministries adhere to the policy guidelines of the government in place, and then even wednesday, they go to the FEC meeting to table their reports while the president coordinates and recommendations are made. Even the civil servants do more of actual policy formulation than the ministers, most times. BTW, I thought this Barcanista of guy said he's quitting NL not too long ago.
