As the nation awaits President Muhammadu Buhari’s ministerial list, the President on Tuesday said he would head the Ministry of Petroleum Resources.

Buhari dropped the hint in one of the interviews he granted one of the foreign media in his hotel shortly before departing New York.

The President was in New York to participate in the 70th United Nations General Assembly.

“I will serve as the Minister of Petroleum Resources myself,” Buhari told his interviewer.

The nation’s petroleum sector has been said to be enmeshed in corruption with millions of dollars said to be missing in the Nigerian National Petroleum Corporation.

Shortly after assuming office, Buhari sacked and replaced the management of the company.

The new management had started a general reorganisation of the firm.

Buhari had on Monday said the trial of those who looted the NNPC would commence soon.

Meanwhile, ministerial list that President Muhammadu Buhari will submit to the Senate on Wednesday (today)will not contain all the members of his proposed cabinet, THE PUNCH has learnt.

Buhari was inaugurated on May 29, having defeated former President Goodluck Jonathan in the presidential election held in March.

Investigation by one of our correspondents on Tuesday revealed that what would be transmitted to the Senate this week would not be a complete list of nominees.

A top government official familiar with the arrangement confided in one of our correspondents that Buhari would send the names of the nominees to the Senate in batches.

“What the Senate will be getting on Tuesday or Wednesday will not be a complete list. The names will be sent in batches but quite a number will be on this first list while others will be compiled and sent later,” the source said.

The President may have decided to send the names in batches in order to meet the September deadline he set for himself rather than waiting to compile the full list and fail to beat the deadline.

Efforts made by one of our correspondents to get an insight into the list of the first batch of would-be ministers did not however yield any positive result on Tuesday.

The issue of the list has however been generating concerns among members of Buhari’s delegation to the 70th United Nations General Assembly holding in New York.

Many of the politicians on the President’s delegation who felt they might be considered for ministerial positions were getting in touch with Nigeria intermittently on the telephone for latest information on the list while they also kept making themselves visible for Buhari.

Some of them who could not hide their anxiety were heard asking Nigerian journalists if they had latest information on the list.

Prominent chiefs of the All Progressives Congress on the President’s delegation include a former Rivers State Governor, Rotimi Amaechi; a former Ekiti State Governor, Kayode Fayemi; and a former member of the House of Representatives, Abike Dabiri-Erewa among others.

Meanwhile, the Senate President, Bukola Saraki, said on Tuesday that his leadership would not employ vendetta in the screening of the President Muhammadu Buhari’s wise men.

Saraki, who stated this in his welcome address to his colleagues at a plenary after their six-week recess, expressed confidence that Nigeria’s economy would experience a turn-around with the appointment of ministers.

He said, “As we await the list of ministerial nominees this week, I believe the presence of ministers will create the space for greater policy engagement with the executive arm of government.

“It will also enable us to begin to respond in a more systematic manner to the various economic and social challenges before us, especially through our various committees that will also be constituted soon.

“On this note, I want to urge you all my colleagues to ensure that what is uppermost in our minds as we begin the constitutional task of screening of ministerial nominees is the overall interest of our country, informed by the enormity and the urgency of the challenges before us.

“Once the list is submitted, let us ensure that we treat it with dispatch and thoroughness. We must not be held down by unnecessary politicking.”

This is how a focused and determined leader leads. He leads from the front by being responsive and responsible as he knows that the failure or success of his administration will heap squarely on him.
Strategic sector requires strategic approach, and to be headed by an impeccable strategist.
As in the case of biblical Joseph after his interpretation of the dream to pharaoh he says 'who else can do a better job than the one who understand the dream'.

I know some some folks who are on level 12 & are hundreds of millions kind of millionaire just on Schools' Intervention Funds....

Well I'm not so surprised. The President said this sometimes ago. He said he will champion the cause and wage war against corruption and also tackle the roots and see how deep corruption has eaten into the oil sector. A surface purge would definitely not be enough to flatten the high rate of corruption in the sector, if it can't totally kill it.

Regardless, I expect two things after the wailers have booted from their slow OS;

1. Message themselves and have their chief who does not understand Facebook's modus operandi to prepare a "God bless Nigeria" kind of article, explaining why the President is interested in adding the salary of the Petroleum Minister to his slashed Presidential salarygrin

2. Have the wailers wail endlessly after they may have woken up from their cryo-sleepgrin

This is Nigeria's most sensitive and corrupt institution... PMB carry go...This will even give NNPC MD Kachikwu more free hand to operate...he won't be ball boy to any corrupt minister thereby hampering his policies.

Let's hope this is a good decision.

This is why he ran for President 4 times in a row; to control the oil in the Niger-Delta. He does not want to mask it, having waited long to get here.

Until we adopt total and fiscal federalism; development shall continue to elude us as a nation. No nation has developed with the kind of lopsided arrangement we have here. Buhari thinks mismanagement of our oil revenue is our problem.

What exactly does ministers do? GEJ had 42 wasteful Ministers and 26 extravagant SAs that were only making noises on TV and newspapers. The result being a wasted $480Bn revenue, $63Bn debt and a sordid tale of monumental corruption. Those who don't learn from mistakes are bound to repeat them.

Buhari should never be trusted with anything petroleum. We have seen how he handled the PTF and all those integrity bullish*t works only for the almajiri and gullible lots




The Committee during verification discovered that the consulting firms had overcharged PTF for their services to the tune of N2, 057, 550, 062. Also, while intervening on behalf of the PTF in the road and waterways, education, food, health, and other sectors, the company, according to the report, inflated all the prices.

For example, intervention in the health sector, was said to have amounted to N9 billion in total, and projects in this sector were said to have been executed by the APC and PTF in-house staff, where loss of billions of naira were recorded due to price inflation of products and services.

The committee also discovered that the APC (Company) bought spectacle frames, which could have been done locally at a price between N80 to N880, under the watch of Buhari, at an inflated price of N1, 900 each. Ambulances were said to have been purchased at N13 million per unit, instead of N3 million. And then price inflation of drugs were done to the tune of N1.5 billion.

The report further revealed that the PTF lost money to the tune of N3.5 billion from its bank account operations and that PTF operated its bank accounts under three different categories: Administration, Project and Treasury accounts, and the loss of money to these accounts were said to have been due to “overcharge on Cost of Turnover (CoT), non-payment of interest on current account balances as stipulated by the Central Bank of Nigeria (CBN), short payment of interest on deposited funds, and other various discrepancies.”


The Committee also discovered that an average income of N182 billion accrued to the PTF from its inception to the date of filing their report. The Committee’s report showed that the PTF used about 70 per cent of that income on highways and urban road projects.

“In this project sector there was total variation of contract sums of N68 billion. These variations were not done with properly priced bills of quantities and approved civil contracts procedure as stipulated by government regulations. Taking the experience of what has been discovered after verification of various contracts awarded by PTF the minimum potential recovery will be about 15%. This estimated percentage will be about N10 billion. The verification of this project sector was about to take off when the committee members were replaced,” the report stated.
