Yes na, even with third class. In fact, there are scholarships that are extended to third class graduates. Get your money and all is done.

Yes you can but you may need to look at lower ranked universities with lower entry requirements.

Another way you can improve your chances is to sit the entry exams like GRE and TOEFL and get good grades.

Re scholarship, it will be hard getting a scholarship with a low grade. You can find lots more information on the link Zee gave you.

Yes you can. There are many things they consider like your performance in your last 60 credit hours, GRE scores, letters of recommendation, statement of purpose etc.
