Lagos State Governor, Akinwunmi Ambode, said on Thursday that the state’s light rail project would be completed by December 2016 and would commence operation immediately.

This is coming about six years after the Blue Line rail project was awarded to China Civil Engineering Construction Company. It is a 27-kilometre line stretching from Okokomaiko to Marina.

The President, Council for the Regulation of Engineering in Nigeria, Kashim Ali, also said that the $874m Abuja-Kaduna rail project was at 70 per cent completion and should be ready by the first quarter of 2016. He spoke in Lagos on the sidelines of an event organised by the International Project Finance Association in collaboration with the KPMG.

Ambode said that the state government was determined to complete the light rail project by the end of next year because it would ease the traffic situation in the Lagos metropolis and improve the living standard of the people.

The Blue line was initially slated for completion in 2011 but has suffered delays due to funding problems.

According to the implementing agency, the Lagos Metropolitan Area Transport Authority, the first phase of the project from Mile 2 to the National Theatre (a distance of seven kilometres) has been completed; while work is ongoing on the second phase from Mile 2 to Marina.

LAMATA said it was part the Lagos Urban Rail Network covering seven major corridors of high commuter traffic demand within and beyond metropolitan Lagos, extending to border areas with states such as Ogun and Oyo.

But Ambode, who told Reuters on Thursday that “by December 2016, the light rail should be delivered,” had earlier said a new funding arrangement was being worked out to speed up work on the project and get it ready next year.

“This project is driven by commercial loans and bonds leaning on the state’s Internally Generated Revenue. That arrangement cannot be sustained. We are negotiating a better package that will deliver the project by the end of 2016,” he said.

The governor also said a tender for the expansion had been opened, and that the rail network would connect the northern and the southern parts of Lagos.

The Red line will be 30km long, running between Marina and Agbado, and will use the existing Nigeria Railway Corporation corridor.

Other lines as proposed by LAMATA are Green, Yellow, Purple, Brown and Orange.

Meanwhile, the state Commissioner for Transport, Dr. Dayo Mobereola, has said that the amount required to construct one kilometre of railway line in Nigeria was double that of other countries.

Mobereola, who was represented by the Technical Adviser, LAMATA, Mr. Oladeinde Frederick, said this was due to the wrong costing of the project by international investors who did not understand the Nigerian environment.

While speaking at the IPFA West Africa seminar themed, ‘Unlocking rapid development of transport infrastructure in Nigeria,’ in Lagos on Thursday, Mobereola explained that other reasons for abandoned infrastructural projects were delayed approvals, changes in project managers and lack of expertise.

For instance, he said Lagos has a different soil texture from other regions, adding that the cost of constructing one kilometre of railway line in the state was $40m, and $20m in other places.

My issue here is these guys are "consistently inconsistent" shocked cheesy July this year, Ambode told us it will be completed in 12 months.Now this is November, he's telling us it'll be completed by 2016.I feel they should just come out clear instead of beating around the bush.I don't feel this is realistic considering the fact that before I left, I didn't really see much going on other than the 8 lane road from mile 2 to Ijanikin.I could be wrong

You our people abroad can say you are not interested in naija politics but we back here don't have a choice..

We pay hundreds of thousands to educate primary school kids, still pay home lesson teachers a couple of tens of thousands to fill any gap that may exist...

We have constituted ourselves into counties, we provide our own electricity, water, security, fix bad pportions of roads ourselves & you think we'd like it to be so forever...

My last baby we had to do blue pali anchor baby in case the country is still in the ditch & we are too groowwn to contribute muchn he will be a citizen of a place that things of welfare, grants etc...

We don't have a choice here, I don't know how to braid hair & can't start RN degree.... smiley[/quote]

2. What does a light rail need to perform? To be maintained? Do we have those resourced in abundance? If not, how much will it cost the Lagos-Ogun-Oyo to get them?

3. How much will it cost us to operate them in Lagos?

4. Is this an underground or surface light rail?

Your post is long so I couldn't reply you.

Ambode is clueless, he is not getting his priorities right. The Lagos light rail is something Fashola has already started, and it was abandoned even before his tenure was over.

Lagos is Nigeria's most indebted state, it also generates the highest IGR, as an accountant, he should be able to know what to do concerning that issue.
Ambode is talking about inheriting huge debt, Blue Light is complaining of lack of funds. It CANNOT meet 2016 deadline.

In Fashola's regime, secondary school students received free textbooks e.t.c, just six months into Ambode's tenure they have stopped giving them.

Things are gradually falling apart in Lagos.
*Lagos Light rail is not feasible in 2016,
*Eko Atlantic city is a sleeping disaster (my opinion)

It is a surface light rail. I am sure it can be completed by end of next year.

Based on my amateurish assessment, the bulk of the work that remains is around Lagos Island and which is majorly the joining of the already standing pillars that are meant to hold the rail tracks.

The Mile 2 axis is 90-95% completed.

If Lasg us serious and the fund is readily available, it is something they can even achieve by mid year of 2016.

Iya agba A bere oro lowo yin, etu n bere imi lowo wa grin cheesy.Anyways i can only tell you what i know.I think the project officially commenced in 2008 or so.Its sponsored by LAMATA and is envisioned to consist eventually of seven lines.I don't even think they've completed up to three lines yet.Another reason why i don't think its realistic is because of Lagos state's debt profile.

If you believe Africa will return to its proper place using European colonial governments then you have haven't begun to think about how to better Yoruba people. The Ooni was a Christian at a time when young Yoruba people are leaving the traditions in droves. Then people are questioning whether the priest vowed to be buried with the Ooni should do so or flee the country. You don't believe tradition, nor Oyo nor anything that was seized and taken from Yoruba people yet you claim you are bettering the lot. Also you are unable to deal with the 3 arrows curse that sent hundreds of thousands of Yoruba into chattel slavery in the West. Also the land that was taken from Oyo hasn't been returned. Many colonial state lines divide the whole of Yoruba like the chopped up body of Osiris. I am curious as to how someone without a blueprint devises to solve these many problems.

They started the one from Mile 2-ijanikin/Badagry around 2009 or so.Novemeber 2014 when i passed there,It didn't even appear like they were going to complete it in 5 years time and that's even the most completed line.There's still a lot of work to be done and lets not forget there are 6 more lines to be completed.

My biggest gripe with Ambode's press statement is that he has an end date but hasn't successfully re-negotiated its funding yet. What if it falls through or negotiations take longer than he anticipates - another story again?

It is a very good initiative because it means people can live in the surrounding areas but work in Lagos which should hopefully de-congest it. Anyone know whether OIC, Oyo and/or Ogun governments are contributing to this?

I asked the other day what is stopping us from going back to a regional form of government. What do we need to do to get this? Also with a regional system of government, can we realistically control migration?

The biggest issue (and I believe Aare has touched on this) is that, no matter how well we develop our region under this current system, we have no control over the number of people who migrate to it. This will put a strain on our infrastructure, culture and way of life which we can't afford.

I'm Nigerian, we answer questions with questions.

Will Lagos be about to generate enough revenues to reduce its debt profile WHEN Nigeria breaks apart?

A surface light railway costs anywhere from $40m-$400m PER MILE.

I'm ashamed to admit it, but in the past two weeks, I've only cooked once (on Sunday or was it Saturday, but one of those days). So I usually buy outside. Cook in the morning? Can't remember the last time I did that. Student/Intern/Work = barely home to cook.

I like on-the-go breakfast because it's convenient and I don't have to eat the same ish everyday. I like variety.

Lagos State Governor, Akinwunmi Ambode, said on Thursday that the state’s light rail project would be completed by December 2016 and would commence operation immediately.

This is coming about six years after the Blue Line rail project was awarded to China Civil Engineering Construction Company. It is a 27-kilometre line stretching from Okokomaiko to Marina.

The President, Council for the Regulation of Engineering in Nigeria, Kashim Ali, also said that the $874m Abuja-Kaduna rail project was at 70 per cent completion and should be ready by the first quarter of 2016. He spoke in Lagos on the sidelines of an event organised by the International Project Finance Association in collaboration with the KPMG.

Ambode said that the state government was determined to complete the light rail project by the end of next year because it would ease the traffic situation in the Lagos metropolis and improve the living standard of the people.

The Blue line was initially slated for completion in 2011 but has suffered delays due to funding problems.

According to the implementing agency, the Lagos Metropolitan Area Transport Authority, the first phase of the project from Mile 2 to the National Theatre (a distance of seven kilometres) has been completed; while work is ongoing on the second phase from Mile 2 to Marina.

LAMATA said it was part the Lagos Urban Rail Network covering seven major corridors of high commuter traffic demand within and beyond metropolitan Lagos, extending to border areas with states such as Ogun and Oyo.

But Ambode, who told Reuters on Thursday that “by December 2016, the light rail should be delivered,” had earlier said a new funding arrangement was being worked out to speed up work on the project and get it ready next year.

“This project is driven by commercial loans and bonds leaning on the state’s Internally Generated Revenue. That arrangement cannot be sustained. We are negotiating a better package that will deliver the project by the end of 2016,” he said.

The governor also said a tender for the expansion had been opened, and that the rail network would connect the northern and the southern parts of Lagos.

The Red line will be 30km long, running between Marina and Agbado, and will use the existing Nigeria Railway Corporation corridor.

Other lines as proposed by LAMATA are Green, Yellow, Purple, Brown and Orange.

Meanwhile, the state Commissioner for Transport, Dr. Dayo Mobereola, has said that the amount required to construct one kilometre of railway line in Nigeria was double that of other countries.

Mobereola, who was represented by the Technical Adviser, LAMATA, Mr. Oladeinde Frederick, said this was due to the wrong costing of the project by international investors who did not understand the Nigerian environment.

While speaking at the IPFA West Africa seminar themed, ‘Unlocking rapid development of transport infrastructure in Nigeria,’ in Lagos on Thursday, Mobereola explained that other reasons for abandoned infrastructural projects were delayed approvals, changes in project managers and lack of expertise.

For instance, he said Lagos has a different soil texture from other regions, adding that the cost of constructing one kilometre of railway line in the state was $40m, and $20m in other places.
