Well if you actually want to know who Buhari's statement will hunt it is the middle class and you the average man trying to do a legitimate international business or just a trip. The high profile Nigerians, their Children and their Children's Children may not face such and if they eventually do they will return home to come loot from you the poor.

The government calls it's citizens criminals for their failure.
