To your first question, the rate is determined by your bank after considering many factors.

To the second, it depends on the merchant, not all merchant provide an escrow platform where you can get your money back in case the transaction doesn't go as planned. Also, some merchant charge a fee for using their platform, depending on your PayPal account, you might not have to pay such fee. I guess that's another advantage.

Citibank? I think that bank is for Cooperate Elite.... I don't think they operate lyk commercial banks.. cos I can remember almost all top multinational companies operating in Nigeria has an account there....

Yes, just as quoted. When we refused to close the account , it was frozen , so we had no choice than to close it
