Currently, the only way to bypass the FOREX restriction is to operate a domiciliary account and link it to your card and receive deposits from abroad. I guess they will start restricting domiciliary accounts as well soon, after which they will have to forbid Nigerians from opening foreign accounts to bypass that restriction as well. One retrogressive decision leads to another. God forbid that we should let the naira find its level in order to incentivize Nigerians to earn dollars legally by exporting their goods and services.

Would have been nice to know how many of such accounts are being operated and not just the sum total of the entire funds.

It's important to note: NOT every "Idle" domiciliary account is sinister or illicit.

It's possible some of the idle funds were acquired illegitimately.A borrower is servant to the lender... we should cut our borrowing and look inwards to solve our problems.

In fact, isn't that what they are attempting to encourage?

The only thing I gained from this expose is that the government is concerned that such idle money isn't being put to use locally and wonder how they might encourage this.

It's their money. Do you want these individuals to grant Nigeria a loan? Oga CBN governor please make meaningful policies that will favour the masses and not ones that favour the few. Also CBN is scamming this nation dry with their strategy of mopping excessive liquidity in the system. They make over 50 billion naira from this hopeless policy.

According to him, over $20 billion is sitting pretty in domiciliary accounts of private individuals at a time when the country is facing foreign exchange crisis and is chasing foreign loans, when its citizens could offer the loan.

The figure of idle dollars is $7.8 billion less than the entire national reserve of $27.8 billion, managed by the Central Bank.

Emefiele’s disclosure, via proxy, was made at a session of the joint committee on appropriation of the National Assembly.

Represented by the Deputy Governor in charge of Financial System Surveillance, Mr. Joseph Nnanna, Emefiele said keeping the huge volume of dollars idle had compounded the forex crisis confronting the country.

“As I’m talking to you, $20billion is in various domiciliary accounts of individuals. Naira is our currency, why are they keeping the foreign currency? From my experience in the international finance, I have never seen a country where its nationals speculate on its currency,” he said.

He is an incompetent central banker and doesn't even have any international finance experience.
If people make money through legitimate means in whatever currency, they can keep it as they like. Anyone local or international can speculate in any currency. If they have got their monetary policy right, people wouldn't have any need to pile up USD.
The biggest problem Naira faces is caused by the CBN, Emefiele and Dangote, and not Nigerians. They can't control their way out of a currency crises. Emefiele is the worst central banker, but next administration will sort him and others out when all that is happening now is investigated. Time will tell.

The govt can't decide how individuals use their own money. They earned their money through hard work. What Seun said is the exact situation of things and I'll advise every reasonable person to save in dollars because the Naira will be eventually devalued. If you like, leave your life savings in Naira and watch it amount to nothing very soon. Emiefele is fighting a lost battle.

They would not look into their own in house problems they are looking at other folks. Last i checked i did not see where it was a crime to maintain national accounts with foregin currencies.

If that money is all legal, I see no problem. Did they break any CBN rules? I suppose no.

Make Naira stronger & no need for foreign currency.

It's their business because it's part of the CBN's role - monitoring other bank's activities.

To the best of my knowledge, you cannot for instance, get into the UK and walk into a bank demanding to open a Naira account with the intent to stash up Naira which shall sit idly in there. Please correct me if I'm wrong.
