After weeks of delay, both chambers of the National Assembly received a report on the 2016 budget on Tuesday from the Senate and the House of Representatives Joint Committee on Appropriation.

The report retained the corrected total budget figure of N6.07tn as presented to the National Assembly by President Muhammadu Buhari.

There were strong indications that the two chambers of the National Assembly would pass the 2016 budget today (Wednesday).

The federal lawmakers, who had earlier slated last week for the submission of the report, postponed it because of fresh errors they said were discovered in the fiscal document.

In the Senate, the Chairman of the Appropriation Committee, Senator Danjuma Goje, presented the report of the budget on the floor of the upper chamber.

The Chairman, Senate Committee on Education (Basic), Senator Aliyu Wamakko, confirmed to one of our correspondents that the budget would be considered and passed today (Wednesday).

He said the Senate might possibly hold two sessions on Wednesday to enable it to pass the fiscal document.

He said, “We have perfected necessary arrangements to ensure that the budget is considered and passed before we proceed on recess tomorrow (Wednesday).’’

The PUNCH learnt that the Senate would proceed on Easter Break on Wednesday as a result of the trial of the Senate President, Bukola Saraki, which resumes at the Code of Conduct Tribunal on Thursday.

In the House of Representatives, investigations by The PUNCH indicated that many lawmakers raised doubts as to whether the report contained padded provisions.

Members reportedly “grumbled” that there was no verifiable information on the several meetings on the budget held between the National Assembly’s joint committee and the officials of the executive, led by the Minister of Finance, Mrs. Kemi Adeosun.

“There were several meetings the officials held with the executive in their bid to clean up the errors in the budget.

“Those meetings did not provide details of the outcome; members still cannot vouch for this report, that it does not contain padded provisions in spite of the efforts made to clean up the budget”, a National Assembly official disclosed to The PUNCH.

It was gathered that the suspicion of padded provisions was the “real reason” the joint committee failed twice to produce the report of the budget before Tuesday.

The development confirmed an exclusive report by The PUNCH last week that fresh discrepancies were delaying the submission of the report.

Findings showed that in a bid to bring the matter under control, the various caucuses of the House held marathon meetings up to Monday night, where the members were said to have been briefed on the need to accept the budget so that government activities could move forward.

It was learnt that the meetings were rounded off by a meeting of the leadership of the House on Monday night and another meeting on Tuesday morning few hours to the commencement of sitting.

The Speaker of the House, Mr. Yakubu Dogara, presided over the leadership meeting, which also had in attendance the House Leader, Mr. Femi Gbajabiamila, as well as other principal officers.

The Chairman, House Committee on Media and Public Affairs, Mr. Abdulrazak Namdas, claimed that there were no new discrepancies in the budget.

“There is no problem at all; the report has been laid,” he stated.

He admitted that a budget could not be “100 per cent perfect”, adding that the final report was the painstaking effort of the joint committee.

The House had planned to receive the report on Monday and pass the budget, but had to suspend the consideration in honour of a member, who died over the weekend.

The late member, Mr. Musa Onwana, represented Nasarawa State in the House.

Dogara, who presided over the session, only allowed the report to be laid due to “overriding national interest.”

He called that the House should adjourned till Wednesday (today) for the consideration and possible passing of the budget.

Members later observed a minute’s silence in honour of their late colleague and also prayed for the repose of his soul.

The Corps helmsman noted, that he has succeeded in sanitizing the Agency to have a concrete data base to know the number of personnel in the organization. He emphasized that the Biometrics done has succeeded in cleansing the system. Gana praised the Almighty God for this feat, saying, ”I thank the LORD for helping me and giving me direction on how to pilot the affairs of the Corps, and I know He will always help me to be successful and to do well ”. Abdullahi pointed out, that since his assumption of office he has maintained an open door policy and that he is a strong advocate of capacity building, maintaining that, his utmost desire is the welfare of the personnel to train every Civil Defender to enviable heights. Gana disclosed, that a memorandum of understanding (MOU) has been signed between the Corps and the Ministry of Solid Mineral, to this effect, 3,000 personnel have been slated to man the mining sites across the Federation. Also, another MOU has been signed with the Federal Ministry of Transport for the Corps to protect the Railway facilities nationwide. The Commandant General highlighted that 70% of oil installations across the federation are under the watch of the NSCDC personnel whom he described as Gallant. In a passionate plea to vandals, he called on those who are harming the nation’s facilities to have a re-think on their nefarious acts, positing that, the Critical Infrastructure they are destroying here and there in the country is a direct harm on the economy which if not checked will affect even generations yet unborn. The CG again, highlighted that the Command and Control Centre owned by the Corps to monitor activities of vandals in the South South is the first of its kind in Nigeria. He asserted that in the South East 46 offenders have been convicted, while 16 illegal refineries have been destroyed. The Private Guard Companies (PGC) as posited by the Leader of the Civil Defence have been laundered and sanitized, reiterating that he is working assiduously to reposition the PGC and professionalize the sector, where the personnel who work in the Private Guard Companies will be trained in stages till they become chartered. The Police Service Commission (PSC) on Wednesday announced that the process of the recruitment of 10,000 policemen as directed by President Muhammadu Buhari at the National Security Summit last year in Abuja has commenced.




A statement by the spokesman of Police Service Commission (PSC) Ikechukwu Ani said the Commission had on Tuesday, March 22nd in Abuja unveiled the internet website portal for the recruitment.




Ani said the chairman of the Commission Mike Okiro who unveiled the portal at a ceremony attended by the management team of the Commission announced that the portal will be opened to the public on the 1st of April, 2016 which indicates the commencement of the recruitment exercise.




Okiro said the unveiling of the portal was in actualization of the presidential directive on the recruitment of the 10,000 Police Men.




He also said the Commission considers the exercise remarkable since there has not been recruitment into the Nigeria Police Force for more than five years due to financial constraints.




He explained that the Commission could not commence the exercise last year because the funding was not captured in the 2015 budget.




The PSC added that with the commencement of the process on April 1, interested Nigerians should access the portal through the Commission’s websitewww.psc.gov.ng or that of the Nigeria Police Force, www.npf.gov.ng.




The PSC Chairman also announced that there will be no charges for the processing of the forms which will be done on-line.




Ani quoted the Chairman as saying: “we are not charging money. It is free, absolutely free.”




He also reportedly noted that the portal has been structured in a way that there will be no short cut; “Everybody must go through due process”, he said.




The Commission also said it will be recruiting candidates into the three entry points of the Nigeria Police Force which are Constable, Cadet Inspector and Cadet ASP.




There will also be recruitment into the Specialist cadre, the PSC statement said.




“For Police Constables, applicants are expected to posses five credit level passes including Mathematics and English Language at Senior School Certificate Examination in not more than two sittings,” Ani said.




He added that for Cadet Inspectors, in addition to having the requirements of Police Constables, candidates would be expected to have an Ordinary National Diploma (OND), Advanced Level (A level), National Certificate of Education (NCE) or their equivalents.




“Candidates for Cadet ASPs must possess a University degree or a Higher National Diploma (HND),” the Police Service Commission stated.

Borno Appeals For More Slots In NSCDC

The Borno Government has appealed to the Commandant General of Nigeria Security and Civil Defense Corps (NSCDC), Mr Abdullahi Gana, to employ more youths from the state.

The call is contained in a statement issued by Malam Isa Gusau, the Special Adviser on Media and Strategy to Gov. Kashim Shettima on Wednesday in Maiduguri.

The statement noted that Gov. Shettima made the appeal when he visited Gana in Abuja and appealed that the gesture would help to fill the vacuum left by indigenes of the state who died while serving the organisation.

“Shettima submitted a comprehensive data of about 90 Borno youths who died either through natural causes or got killed in the course of serving the NSCDC to Gana,” Gusau stated.

The special adviser added that the NSCDC boss, after receiving the list of deceased citizens of Borno, said the Corps already had the data and assured the governor that priority would be given to the state during recruitment, expected to take place soon. (NAN

Well my source said they will employ for sure, still debating the no btw 5000 to 10000, that the application might start in april...
