It's definitely a rumour because the date on nysc official website still remains May 21 for stream 2, some people here have printed their call up letter with May 21 on it and also someone here posted a copy of his call up letter which he collected from his school with May 21 also on it.

yes oo, babe, we have waited longer, i just discussed with president buhari my good friend on the phone now, and he said that everything is ready and they would also pay only steam 2 corpers, 250,000 naira as allawee per month, so it is a good development...
