How is such possible? it may be those scammers. Ask them the Position they want to process on the visa for you. And once they mention money just know they are scammers.

and she may literally hold her advisers here responsible if she loses such money that is if it turns out to be a scam......why not seek other employment opportunities that carries lesser risk because from what i,ve read and heard the issue of dubai employment is no risk no gain ......any decision about risk(money) is meant for ones personal judgement........God help you make the right decision

You should have reported the theft immediately, not waited till after a fraud.

Just be careful of scammers here and there. It's not that we don't have genuine employment Visa, however, it's much better to do a 3 months Visa and job-hunt.
