Isaiah 4 is a continuation.

The book of Isaiah is a vision by the prophet Isaiah. A vision to warn the Israelites.

To explain the verse, if they don't change their ways, their men will be killed in battle leaving the women with no one to marry them. The women in their bid to enjoy the security or status of being married would beg to be married to a man for the sake of his name.

You would see that it's nothing but punishment.
