As long as they are Nigerian citizens, one, and two they are resident in the state/region with their family (if they are married) why not?
They are also stakeholders in the state/region if they have lived there long enough. There should be residency requirements

For instance it is only in the core-north that igbos are likely to be attacked for their identity unlike we middlebelters and yoruba muslims who are likely to be attacked in both the core-north and the east.

i was not born then. Which division, led by whom, set out from where attacked Bonny?.
