China is not a first World country yet. It might be making progress but it is still developing. It is not by what you see in China's big cities. You judge by the standard of living of majority of the populace and it can't be compared yet to what you have in developed countries.

Rapid economic growth is a necessary condition for development but not sufficient to become developed. China is still developing by most indicators.
