Pakistan and India! After their independence from Britain, former "colonial India" was divided into two countries [modern India and Pakistan] and there was mass relocation of people to their respective new countries as part of the peace agreement.

I know some of you Igbos are annoyingly dull to understand that the moment you get your Biafra, you ceased to be Nigerians. And you can only live here when you are granted valid VISA. We will make sure that no more than 50k Biafrans should be granted valid visa at any point in time and anyone caught without valid visa will be summarily deported. Mind you, you must to join ecowas and that is not even guarantee because we can veto and block your ascension. The only way to have your cake is to eat it.
