Tell them you had a friend who's going to the school and just payed for the 1st Semester and you want to know why you have to pay for the whole year

No panic here. CIC doesnot confirm account balance. Reasons for insufficient funds is very obvious considering the moniker's earlier post.

. Seneca has a policy of you paying your entire first semester fees as an international student. Instead write an official mail to the school requesting to pay first semester fees as outlined in the school policy and the school official calendar. Then down of the letter u can also quote u have a friend who was asked to pay first semester fees only. The only reason they can insist is if your programme is competitive, like financial planning and all.

Yes I am in London on a visiting visa. I will update the house as event unfolds, good or bad. Thank you.

This will be dicey if you are on a visiting visa. You have to show why you are not able to apply from your own country. A reason might be that you are not going to Nigeria within 3 months but that will raise questions if you are working. My mums visiting visa was approved after she had left Nigeria for London. The VFS office didn't take her passport for stamping without a letter from Accra immigration authorizing them to stamp her passport. I got an authorization from them after sending an email with her UK visa, entry and exit stamps and flight ticket to show that she will be flying to Canada from the UK without visiting Nigeria. So be careful.

They do bank confirmation if not, how do you think they detect fake bank statements or counter one for insufficient balance? Ask your banks for more clarification

Review of eligibility" is the last stage after that approval. For upfront medicals, background check starts immediately medical is passed. mine reads "we are processing your background check" background check takes time because it involves many things, I stand to be corrected.
