The role will be based in Abuja, contributing to work being delivered by both our Political Section and the British Defence Staff (BDS) West Africa. There may be opportunities to travel. Reporting to the Programme Lead, the successful candidate will work within the British Military Advisory Training Team and wider West African Defence Section in a new Project Officer role. They will deliver a variety of projects for the UK Government in Nigeria, in support of strategy for Nigeria, and working with Nigerian Government, UN agencies and UK businesses. These will include (but won’t be limited to) work on bringing investment into the Niger Delta, on maritime security in the Gulf of Guinea and linked areas within the Defence Reform agenda. Roles and Responsibilities Lead on delivery of various civilian and military capacity-building projects on maritime security and in the Niger Delta (Global Britain Fund and Conflict Security and Stability Fund). Lead on UK Government human rights risk assessments (the Overseas Security and Judicial Assistance process), monitor reporting, establish financial arrangements needed for project delivery (using the Foreign and Commonwealth Office Oracle-based finance system); organise Pledge Letters / Contracts and payments. Support the delivery of the Defence Reform agenda. Ensure project work is joined up across HMG and with other actors (including National Crime Agency and Prosperity leads). Develop good working relationships with both military and civilians within the HMG Nigeria Network, consultants, other stakeholders and with Nigerian Government officials more senior than themselves. Feed into the development of future programme work. Evaluate success. Provide reporting to stakeholders in London and the region on the progress of maritime security issues and work in Nigeria. Essential Qualifications and Experience One year experience on project management / delivery in an international environment – with Government or the NGO sector. One year experience working at an equivalent level with a comparable organisation. Desirable Qualifications and Experience: Evidence of maintaining effective professional networks of contacts Resilience, flexibility and ability to deliver quality under pressure and strict timelines Experience of working in security sector reform, judicial reform or with the military. INTERSOS is an independent non-profit humanitarian organization committed to assist the victims of natural disasters and armed conflicts. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, and respect for diversity and coexistence, paying special attention to the most vulnerable and unprotected people. We are recruiting to fill the vacant position below: Job Title: Camp Coordination Camp Management (CCCM) Coordinator Locations: Maiduguri/Abuja, with frequent field mission in (Ngala LGA), Banki, Monguno and Damasak Borno State Starting date: ASAP Duration of contract: 5 months Reporting to: Project Manager/Head of Mission Supervision of: 9 CCCM officers and 20 field monitors Dependents: no General Context of the Project The internally displaced persons (IDPs) are taking shelter in some relatively safe Local Government Areas (LGAs). The population of Greater Maiduguri, the capital of Borno state, has more than doubled; it has gone from 1 million to 2 million. The influx of people displaced from other areas of the state has worsened the situation of overcrowding in already inadequate living conditions. This places a huge strain on infrastructure, resources and basic services, as well as on the host communities. There are also great concerns for the LGAs, even though these areas are relatively safe compared to the deplorable shelter conditions faced by IDPs and host communities alike. In consideration of this context, INTERSOS is currently implementing programs to provide temporary and emergency shelters for internally displaced populations, Camp Coordination and Management. By doing so, the organization is improving protection and living conditions for IDPs living in host communities in the Ngala, Monguno, Banki and Damasak areas. Additionally, since 2015, INTERSOS has been conducting protection monitoring activities in Mayo-Tsanga, Mayo-Sava and Logone Et-Chary in Cameroun, in partnership with UNHCR, and community service interventions in favor of Nigerian refugees and asylum-seekers in the Minawao refugee camp, which hosts 62,328 refugees. Through this activity, the INTERSOS Cameroun mission is able to monitor a vast area along the border of the two countries including Waza, Fotokol and Kolofata. In this area, multiple incidents related to the forced return of Nigerian asylum-seekers to Nigeria have been detected and reported. The presence of INTERSOS personnel on both sides of the border has allowed the organization to develop an excellent understanding of the local dynamics. Supporting the same PoC both in Nigeria and in Cameroun is an added value that helps enhancing the programmatic synergies and the efficiency of communication between the staff from the two missions working at the border. General Purpose of the Position Under the direct supervision of the PM and the overall supervision of the Head of Mission, the CCCM Coordinator will be responsible for supporting the technical planning, implementation and overall representation of CCCM activities project in Ngala, Banki, Monguno e Damasak, Borno State, Nigeria. Tasks and Responsibilities Implementation, Start-up, monitoring and follow up the CCCM activities of the project funded by UNHCR. The project foresees the construction of temporary shelter, coordinating activities involving all stakeholders and service providers active in 4 locations, monitoring and rapid assessment of specific needs; Monitoring and supervision of the project staff, in order to guarantee the implementation of the CCCM activities in line with timeframe and quality indicators as per project document and international standard; Production of monthly internal specific report and contribution in the elaboration of mid-term and final report according with Donor rules and regulation; Contribute to the start-up and implementation of specific data collection and M&E tools related to the CCCM activities; Representation to CCCM cluster meetings; Support the HoM and the PM in management specific activities such as new project proposals related to CCCM and rapid assessment related to INTERSOS strategy in the country. The lady advised you not to waste your time going and instead of you to take her advise, you're asking how come the advert was posted. Conditional Cash Transfers (Smart grant): Grants between N20,000 and N50,000 are given to selected beneficiaries as seed capital for microbusinesses. The grants are given on the precondition that the grantees successfully undergo a business, technical and vocational training while consenting to pass on their training to three other trainees from their local community. Micro franchising: In effort to provide private sector linkages while increasing the incomes of beneficiaries, fast moving consumable products and eco-friendly electrical products are given on loan to mostly female beneficiaries for sale in their local communities Technical and Vocational Skills Training (TVET): Several trainings on technical, vocational and business management skills have been deployed to members of the community where project is located for their economic empowerment. Savings and Internal Lending Committees (SILC): SILC is a group of self-selected people who come together save money, which is the source of loan capital from which they can borrow. The main purpose of a SILC is to provide savings and simple loan and insurance facilities to community members who may not have access to formal sector financial services, either because the services are not available or because they cannot access them. In line with this, the enumerators will administer data collection tools amongst identified project stakeholders, including mobilized beneficiaries and community members in project communities within Sokoto, Kebbi and the FCT.
