i may not like the Governors leadership style. i think this is a right move given that civil servant in the country do not stay in their offices. ask those who have had reasons to visit local government and ministries. Someone will still embezzle money. A scenario like this: Someone whose salary is 90k if he clocks in everyday, let's say for a month he didn't clock in for some for some hours, and his pay for that month drops to 81k, someone will still embezzle that 9k differential and claim the staff was paid 90k for that month |

If this can be carried out judiciously and effectively, then, it's a welcomed development. It is a crime to get paid for the job u didn't do. Many of us have never been to these government ministries. Only then will u know that this pattern is the best.
