South Africa's Ground Based Air Defence System

According to the latest Armscor annual report, the first phase of the SA army's long awaited ground-based air defence systems (GBADS) - the local warning segment (LWS) - has been delivered to the Air Defence Artillery Formation in Kimberley and is operational.

Phase two of the programme is in two steps, the first is the upgrade of the gun fire control systems (GFCS) of the 35mm anti-aircraft guns currently in service with the Formation. The upgrade will provide a radar-guided, autonomous gun fire capability which, Armscor states, will "significantly enhance operational capability".

In the 2016/17 financial year a further 10 35mm guns (Mk5A and Mk7) were locally upgraded and accepted. The final three radar sensor units and three gun fire control posts were delivered and integrated onto both gun variants.

"Successful operational test and evaluation was conducted at the Alkantpan and Overberg test ranges. Two complete gun fire units, with both gun configurations and ammunition, destroyed all aerial test targets during live firing by trained Air Defence Artillery Formation members.

"Excellent progress has been made toward delivery of five autonomous gun fire units with carrier vehicles and an upgraded mobile support capability by the end of 2018."

Phase three of the GBADS programme addresses the battle management, command and control, communications, computers and information (BMC4I) integration within the Mobile Air Defence System (MobADS) Regiment and to higher order users.

"The project," according to the report, "is currently performing the system study with the objectives to establish an allocated baseline and have a development plan approved in the 2017/18 financial year".

On the new generation tactical communication system, Armscor notes the project addresses acquisition of "a complete new generation, tactical communication system" for the SA National Defence Force (SANDF). It will fill the tactical communication requirement of all four services and ensure full inter-operability between users, no matter which service they are.

The system has state-of-the-art transmission and information security, incorporating semi real-time data link performance and digital voice communication.

Developments of various elements have been completed and will result in the first tactical communications system in the world providing complete inter-operability between all battlefield elements without using gateways or protocol convertors, according to the report.

Not a good idea during conflict. Terrorists frogmen can attach a bomb at the hull at night.

35mm Oelikon 102 GDF-002 + 48 modified GDF-005 units - being upgraded to Skysheild (project should be finished)
8 starstreak MANPADS + Thales Page continuous-wave (CW) low-observable battery air defence local warning radars
4 ESR220 Thutlwa radar
14 Thales Squire radar system (not sure if they are intergrated)

and... ~30 ZU-23-2 mounted on a SAMIL 100 truck (I think those may have been sold to Nigeria), some have armored cabins.

As you can see, strategic Air-Defence has never been a real imperative for the SANDF - even GBADS seems focused on building tactical capablities (defending a specific key position)

NAF EXPLORES ADDITIONAL AREAS OF PARTNERSHIPS IN RESEARCH AND DEVELOPMENT, TOURS SELECTED INSTITUTIONS IN SOUTH WEST

The Nigerian Air Force (NAF) is riding on its existing Memoranda of Understanding (MoU) with selected Nigerian institutions to explore additional areas of partnerships in Research and Development (R&D). In this regard, a NAF team of R&D specialists, led by the Chief of Standards and Evaluation at Headquarters NAF, Air Vice Marshal Kingsley Lar, has commenced a tour of selected institutions in South West Nigeria with whom the NAF has MoUs. The purpose of the tour is to restate NAF’s commitment to the existing MoUs, evaluate current joint projects and explore new areas that could immediately add value to the NAF in the fight against insurgency. The 3-man NAF Team is also looking into new training opportunities. So far, the Team has visited Obafemi Awolowo University (OAU) Ile Ife, Federal University of Technology Akure (FUTA), University of Ibadan (UI) and the National Machine Tools Limited Osogbo. The team is also scheduled to visit the University of Lagos, Yaba College of Technology, Covenant University and Lagos State University before returning to Abuja on 10 November 2017.

OAU is the Centre of Excellence in Software Engineering, a programme that is funded by the World Bank. Consequently, during the visit, the University restated its willingness to partner with the NAF in providing Information Technology solutions. Furthermore, OAU indicated its intention to establish an Aeronautical Department for which it seeks the NAF’s partnership for specialists and consultancy. FUTA, on the other hand, is the West African Service Centre for Climate Change and Adaptive Land Use. The visit, therefore, revealed the university’s readiness to continue to partner with the NAF in the areas of meteorology and cloud computing, both of which are critical to NAF air operations. In addition, the Machine Tools Limited at Osogbo offers training in machine tools operations and has Computer Numerically Controlled machines that could be used for production of some aircraft parts and tools. Meanwhile, the expertise of UI in electrical and electronics offers tremendous opportunities for the maintenance of NAF aircraft and related equipment.

It would be recalled that one of the key drivers of the vision of the Chief of the Air Staff, Air Marshal Sadique Abubakar, is “Strategic partnerships with MDAs for enhanced Research and Development”. Accordingly, the NAF has so far signed MoUs with 19 universities, other tertiary institutions and research agencies, including key industries. The partnership has aided NAF operational readiness through the timely production of some aircraft parts and tools at more cost effective prices. Interestingly, most of the locally made parts and tools are adapted to our environment and are thus more durable. The NAF is also benefitting from the training of its personnel, especially technologists, at some of the institutions with attendant positive effect on aircraft serviceability. It is envisaged that with the huge resources and talents in our institutions, the NAF would soon be able to domesticate most of its aircraft maintenance activities up to Depot Level.

The next series of tours by the NAF Team would be to the NAF partnering institutions in South South/South East, North East, North Central and North West, in that order.

Nothing can be more enjoyable than the fact that Nigerian soldiers are rocking locally made protective gear, in a locally built LAV, using locally made radios and using locally built firearms. Unimaginable forex we will save.

STRICTLY OFF TOPIC:
Gov. Rochas Okorocha of Imo is set to unveil the statue of another African president, weeks after a national outrage over the unveiling of a multi-million naira statue of President Jacob Zuma of South Africa. Newsmen in Owerri report that Okorocha’s latest statue, a monument of President Ellen Johnson-Sirleaf of Liberia, is scheduled to be unveiled on Nov. 9.
Kim Jon Un is scheduled for Nov. 31 and Robert Mugabe Dec. 20.... grin
