Each of Nigeria's 36 states has it's own budget which is financed by a combination of federal allocation, Igr,foreign aids and loans. Nigerian states do not have limited responsibilities like Kenyan counties. The budget of Oyo state for example is larger than Nairobi's. But the problem of all black Africa remains corruption and lack of full budget implementation. All the same Uhuru seems quite serious.

Niche sports include games like drag racing. The thing with Rugby, and especially 7s is that the gap between competitive nations and the not so competitive ones is so big that it essentially excludes some of the more weak countries (like Nigeria grin) from participation in the sevens series because they would be wasting people's time! Why bother having a team that gets beaten 100 - 0 when there are better things to do? What we are saying is, raise your standards and stop whining! We will start considering your explosive bodies.

Of course, in Samoa, Rugby is not a niche sport, but in the overwhelming majority of countries in the world, it's a minority sport. Rugby is a niche sport in most territories because it's popular in only a small circle of nations. Australia is far more known for Rugby than Soccer, which is still seen as a developing sport there. Yet, Australia has over 10 times more grassroots soccer players than rugby (623,000 to 55,000 respectively). Again, I will stress it's a matter of perspective whether Rugby Union 15s is a niche sport, but debating that Rugby 7s is not is being deliberately obtuse.

To be ranked 29th worldwide in a sport without competition which you play far more than most of the world is nothing to brag about. And no one gives a shiit about Volleyball or hockey either. Ah....cricket....another Commonwealth sport played by the Brits and some of their old colonies. We don't give a shiit about that either. l would love the Kenyans here to give me the breakdown of the functions and budgets of these counties. Do these counties have their Universities and Health centres like the Kenyan Federal Government? What actually is the system of Government in Kenya, is it federal?
The per capita of Rivers state alone is higher than that of many African countries.

The budget for Nigeria is less than this ..its 7.4 t nairas.if converted to dollars then its around $19b not $28billion as indicated

I guess it's all about semantics but if about a 18 or so players each in Kenya, Tonga, Fiji, Samoa etc get paid like $10,000 to $20,000 a year to play international tourneys (the monthly take-home-pay of Kenyan players on their current contract is about $700 a month with tournament bonuses), I would say the sport has professionals, but comparative to some other sports, pitifully few players can make a real professional living. Even in the rich countries like New Zealand and Australia, the players contracted with the national team would earn about as much as they do if they had regular pen-pushing office jobs.

Tbh, I'm deviating here. Rugby 7s is a niche sport with a pretty small professional circuit.
Google the salaries of your regular Rugby 15s professional, you'll see unless you play for the handful of big clubs in France you don't earn much more than a regular pen-pushing office jobs, thus your argument of how much they get paid is irrelevant.
