From the specs the Chinese version should be better, it has larger pixel size plus the lower aperture will make low light pics come out with lesser noise, because it won't need a huge Iso bump. Low light photos are expected to come out with lesser blur due to any kind of shake, whether by hand or movement of the object, because shutter speed will be faster to get same amount of exposure.
