Protesters were shot at under Goodluck too. It is not peculiar to this government.

My submission remains that we have a terrible mentality. Our police and military are full of illiterates and because of the level of corruption, many of these killers in uniform are hardly penalized but are instead transferred. The problem did not start under Buhari and if we continue to politicize police brutality, we will never solve the issue.
