That money is just for them to pay INEC who will rig the election for then and to also buy votes of Nigerians next year. Approving a budget for an election that'd def not be free and fair.

There will be 119, 973 polling units in 2019 election and every units will be policed by "at least" a police officer, each collation centers/ RAC will have policemen in their tens, patrol units, anti terrorism units etc. Whether you like it or not a minimum of 250k-300k police officers will be needed for the whole exercise, and 6b to feed about 300k men for 8days is not too much.

Also there is no state without both Governorship and senatorial elections. Moreover we have fed house of representatives and state house of representatives elections too couple with the presidential election, so the number of election days still remains same.
