Yes that is if they got access to your Mobile Bank App on the device and your active phone line to reset the password as well as for USSD transactions. They however can't get your PIN to your ATM card

You are still not getting the gist. If a third party has access to your ATM card and the number attached to that ATM, you are as good as toast.
Some certain banks(I am sure of GTBank and AccessBank) allow you to utilize the last four digit of your ATM in conjunction with a four digit pin you create i.e you can use either of the two options to initiate USSD transactions on the phone number attached to the ATM in question.
I hope you now understand the reason?

My point earlier was that having access to your ATM card and mobile line does not automatically allow the thief access to your fund through the bank's ATM for cash withdrawal. I agree with USSD and Mobile Bank App, transfers can be made using all of these but not direct cash withdrawal from the ATM.

This is the reason why Central Bank of Nigeria is directing the banks to disable USSD by default on all account and also limit the amount drawable from the accounts using enabled USSD and mobile app channel

How will they use the last 4 digit of your ATM Card? Is it that you actually used the last 4 digit of your card number as your PIN? because I don't see how this is possible though. It would be good to know the bank involved though so we all can take extra care.
