Its for a friend, later settled for the Mi 8 lite, she too like updates plus usb type C. Also, she already is used to using Bluetooth earphones-work and play at thesame time.

The global rom installed. Will it be safe to update it later in the future. I heard that Xiaomi has started making it impossible to update Chinese redmi with global rom installed, unless bootloader is unlocked. How true is this?

Won't say battery is low, you know the S660 is power efficient, and there's quick charger out of the box. Getting a power bank should not be a must here.
