you don't need ok to board on 3months tourist visa ,,OTB valid for employment visa only

Here are my questions,
I'm a phone engineer (hardware & software) based in Ghana,a Nigerian by nationality.
Can l succeed in phones repairs in ,Dubai?
Can l be allow to set up shop in Dubai as one man business been a Nigerian? OR
Do l have to works with an established company that is into phone repair there as an employee?

Please Dubai residents help with the question.because here in Ghana there is no room to grow even if you have money for business expansion as a Nigerian.

What is Ok to Board?

Ok to Board – abbreviated as OTB – simply denotes a minor check conducted by your airline service provider to ensure that you carry all travel essentials for your visit to the UAE, such as visa, passport, and return ticket. Al though it has nothing to do with immigration procedures or approval of your visa, failing to procure an OTB may sometimes encumber your travel to the UAE, as some airlines refuse to board passengers who do not have their PNR stamped with OTB message.

NO NO ,,it's not required for tourist visa I repeat,the main reason for ok to board is because you purchase one way ticket and they want to confirmed if throughly is an employment visa that why they always insist on confirm ok to board from uae airline office and those office confirm the visa here from labour if throughly is geniue and they contact company aswel to be sure the person coming for working ,,for tourist visa you purchase 2 way tickets already, ,any airline officer that required from you ok to board from you on tourist simply do that because you ar first timer travel so is there habit in naija looking for ways to collect money from you. atleast in a month 1 or 2 people's do come in from me wth a tourist visa so theirs no such disturbance after I will ve orientation them
