Electrocution is possible and happens with several of these China imitation phones. It's not the first case of it. That's why people should stop patronizing anyhow China phones. Some of them are not safe to use.

It could be a case of poor earthing of the building where he was charging...My hostel in school has a poor earthing and I dare not use my phone while charging cos it shocks by mere touching the phone parts(an iphone6). So yeah, it could happen

Also there might be exposure in the phone charger or a small link of p.d to the phone ... And as indicated here .. Their transformer blew and in a probabilistic view ... The current might deviate a bit to AC and there is instantaneous peak voltage supply that travels in fast move before it reaches the victim...
And it the charger got burnt . AC killed him .
