Kenya has two serious problems it need to slowly confront - ethnicity and corruption - we would be Nigeria sibling if we were as dumb as they are - but thankfully Kenyans are generally smarter. The more we become democratic - the more ethnic and corrupt we have become.

Suffice to say democracy tends to accentuate ethnic difference...and also makes the fight against graft difficult because everyone in democracy is presumed innocent till proven guilty and corrupt suspect enjoys all sort of appeals and reviews channel that ultimately delay justice.

I think we have to try avoid political federalism - we can do economic federalism - basically devolve more economic power to 47 counties- but keep the other institutions national. Those talking about 20 or so regional gov I think are just looping back. These issues were debated to death during COE...and we settled on 47 counties that largely mirror our ethnic tapestry. There are few regions that still don't feel happy - and we need to address their concerns - for example Kurias in Migori would be better aligned with Gusiis. Sabaot in Bungoma would be happier in Tranzoia. Those are issues that don't require a new constitution - but boundary reviews.

We should never devolve judiciary, ability of national assembly to make laws, the police and other security arms - and other key national institutions without which we will have Ethiopia kind of ethnic mess or Nigeria kind - sharia, secession and complete economic catharsis as states compete for Oil money rather than generate their own revenues.
