Warri seaport: Nigerian Govt. approves $3.9bn

The Minister of Transportation, Mr Rotimi Amaechi, said the federal government has approved the construction for Warri seaport at the cost of about 3.9 billion dollars and also awarded the contract for Abuja-Warri rail line.

Amaechi on Tuesday in Abuja that government also approved the linking of Abuja to Itakpe, Itakpe-Warri, then from Warri rail to the seaport.

“The President awarded the contract for Abuja to Warri, Abuja to Itakpe, then to Warri. From Warri rail to the seaport. We are building a new seaport in Warri, the cabinet approved it last week, that is about 3.9 billion dollars,” he said.

He, however, said that about 45 billion dollars was needed to complete rail development in the country.

He said that once Lagos-Kano, Port Harcourt-Maiduguri, Lagos-Calabar and Abuja-Warri rail lines were constructed, the rail would have covered the country.

According to him, the government has not spent over 3 billion dollars so far on all the ongoing projects.



“The Lagos-Ibadan will cost about 1.6 billion dollars, that doesn’t include the extra cost of things we didn’t prepare for or see in the evaluation; Abuja-Kaduna was constructed with about a billion dollars.

“We also paid 500 million dollars to buy locomotives and rolling stocks for Lagos-Ibadan, I can’t remember how much we spent buying rolling stocks for Kaduna-Abuja, that is what we have spent so far.

“So all the noise that you hear people saying we have spent 8 points something billion dollars is not true. I don’t think we have spent up to three billion dollars so far. Railway is capital intensive, a trillion naira is about 2.7 billion dollars.

“And that is for 200km of railway if you plan to do Lagos-Ibadan and you are looking at 8.7billion dollars that is between 3 and 4 trillion Naira. That is why I said we will need about 35 to 45 billion dollars.

“To be able to do Lagos-Kano, Port Harcourt-Maiduguri, Lagos-Calabar and Abuja-Warri, once we do this four tracks, we have covered the country and we have solved the problems of transportation to a great extent.”

Work is in the pipeline for a multi-billion naira Hi-Tech Cable light rail transportation project to debut in Nigeria, as passengers will be able to commute between Lagos and Abuja within 45 minutes.

The project will help solve the problems of traffic gridlock within the Lagos metropolis and ensure easy movement of people and goods between the city and the Federal Capital Territory, Abuja.

The fast Cable light rail project will cover the distance between Lagos and Abuja in 45 minutes at an average of 150km per hour but has capacity for 500km per hour.

While speaking at a gathering in Lagos to sensitive members of the public on the project, in Ikeja, Lagos, Southwest Nigeria, the Regional Head of Sky Way Capital, Mr. Samson Arogundade said the fast track Transport system was carefully designed to assist government in alleviating the sufferings of the people in moving from one point to another.

According to him, the company was fully committed, possessed the technical know how and financial capability to deliver the project in no time so long it enjoyed support and cooperation of Lagos and Federal Governments.



On his part, a member of Board of the company, Vladimir Maslov disclosed that they were ready to sign an agreement with the Federal and Lagos State Government to signal the take off of the fast track transportation project.

On some of the benefits inherent in the project, Vladimir Maslov said it would reduce the rate at which commuters were exposed to accident on the road, zero tolerance for pollution and maximum security of lives and property of passengers.

Another member of the Sky Way Capital, Frantishek Solar, the group was ready to partner with government, as it had the financial wherewithal to drive the project in Nigeria and that it was just for the government to provide the enabling environment for the project.

Solar stated that the project would help to solve energy problem of Nigeria, as it was pollution-free and would help in greening the environment.

According to him, the project was less accident free, no pollution, have full electricity, would not need land to start and could help in conveying goods from one place to another.

The Nigerian partner for the Project, Ayodele Adewale, said the project would largely assist government’s drive in boosting infrastructures in the country.

According to him, “I believe there is the need for government to provide incentives for the company to move in their equipment because the project after its implementation will be a win-win situation for both parties.

The former council boss, however, said the company was not averse to financial support from government despite having all it takes to actualize the project.

He explained that since it generated its own power, this would provide illumination along its corridor in communities around its routes.

Adewale was also of the view that the project would boost tourism since it would allow Nigerians to have aerial view of beautiful landscape of the country.

He added that the project represented a technology that would complement and optimise a modern transport infrastructure; provide a fast and efficient means of travel via its eco-string technology which is suspended 5-6 meters above the ground.
“The project will provide both metro and cargo systems that is 3-4 times cheaper than the usual railways, and can be constructed in any terrain and in all weather conditions. It will also aid mobility, reducing traffic congestion, easing distribution for industries, reducing cost of production and enhancing global competitiveness.
“The technology generates its own energy which can also be used to power surrounding communities and facilities. It is a technology that has no recourse to government funding except if government decide to get involve but will be supported by private investment, using local resources (steel) and manpower, thus creating employment in the country,” Adewale explained.

The Federal Government has chosen the BolloréPowerChina Consortium as the preferred bidder for the Ibom Deep Seaport Project (IDSP).

The selection follows a thorough evaluation process conducted by the Evaluation Committee, convened by the IDSP Ministerial Project Development and Steering Committee (MPDSC) on competing bids received in response to the IDSP Request for Proposal (RFP).

While the BolloréPowerChina Consortium emerged the preferred bidder, China Harbour Engineering Company Ltd. emerged as the reserved bidder.

Subsequently, the Minister of Transportation, Rotimi Amaechi, has approved the IDSP project to proceed to the next stage of the Public Private Partnership (PPP) procurement process which is negotiation with the preferred bidder with the view to work out the investment and concession details.

Bolloré Africa Logistics, Africa’s leading port operator, is a part of French-based Bolloré Transport & Logistics (Bolloré).

It is a global port operator with 18 container terminal concessions (in Europe, Africa, India, Asia and the Americas), 27 general cargo and bulk terminals, 7 RoRo terminals, 25 multimodal platforms and dry port concessions, and one barging concession.

Bolloré ranks among the top-20 port operators in the world, according to the 2017 Drewry Global Container Terminal Operator ranking. PowerChina International Group Limited is the international business headquarters and the core business centre of Power Construction Corporation of China which is the world’s top hydropower, electric power, and infrastructure construction group.

Acknowledging the development, the Secretary to Akwa Ibom State Government (SSG), Dr. Emmanuel Ekuwem, who spoke on behalf the Governor thanked “the Federal Ministry of Transportation (FMOT), Nigerian Port Authority (NPA) and the Infrastructure Concession Regulatory Commission (ICRC) for giving full and unstinting support to the Akwa Ibom State Government (AKSG) throughout the IDSP PPP procurement process, including the recently concluded RFP bids opening and evaluation milestones which saw to the selection of the Preferred and Reserved Bidders”.

He added that “The AKSG is unwavering in its determination and will work in tandem with the FMOT and NPA to realize the IDSP. Upon its completion, the IDSP is poised to bring smart, world class port handling capacity to the doorsteps of Akwa Ibom State and to serve the cargo handling demand of the West and Central African countries, States in the South-South as well as South East regions of Nigeria. We are confident that the IDSP will be pivotal to the economic development of the State and the surrounding regions,”

Speaking on the project, the Acting Director General of the Infrastructure Concession Regulatory Commission (ICRC), Engr. Chidi Izuwah said “the IDSP is one of the PPP projects that we are very proud of. The seaport will form part of an integrated industrial city to help foster economic development of the country as transportation is key to national development”.

“The seaport is near the South-South and South-East regions and will drive the economic transformation and empowerment of Nigerians with a multiplier effect that will create massive employment for the country’s teeming population. It’s circle of economic influence is expected to extend radially to the North Central, North Eastern and North Western zones”.

He noted also that the next steps for the project will be a due diligence on the preferred proponent and extensive negotiations after which a Full Business Case (FBC) will be submitted by the FMOT to ICRC for the issuance of an FBC compliance certificate. The FBC compliance certificate will be presented for approval of the Federal Executive Council.

University of Nigeria, Nsukka has made breakthrough by producing first made in Nigeria five seater electric car.


Mr Jelani Aliyu, the Director -General of National Automotive Design and Development Council (NADDCD) commended University of Nigeria Nsukka for being the first to produce electric car in the country.


Aliyu made the commendation in Nsukka on Monday during the unveiling of a 5- seater Electric Car named’ Lion Ozumba 551″ produced by the Faculty of Engineering of the university.

He urged other universities in the country to emulate UNN desire in given serious attention to issues concerning innovations and technology in order to move the country to greater height.

“NADDC on February 6, 2019 invited UNN, University of Lagos, Usuman Danfodo University and Matrological Institute and urged them to prepare a paper design on how to produce electric car in the country .

“The council is happy that UNN is the first to prepare a paper design and produced electric car that has been unveiled and tests run in the university.

“We urge other universities and higher institutions in the country to emulate innovation and technology spirit of UNN,” he said.

The DG who was represented by Mr David Oyetunji who is Director Finance and Account in NDDC said, improving on automobile industry in the country would help create more employments as well as reduced huge amount of money used in importing cars into the country.

NDDC commended UNN who recently produced the first gasification plant

that used organic waste to generate electricity and today the same university is unveiling first electric built car in the country”, he said.

In a remark, Prof Charles Igwe, the Vice-Chancellor of UNN who was excited with happiness said his administration would continue to give innovation and technology the highest attention in order to move the university forward.

Igwe expressed appreciation to the immediate past vice chancellor Prof Benjamin Ozumba whom he said laid the foundation of innovation, technology as well as through hard work made UNN the number one university in the country.

“I feel happy that, I inherited strong institution from Ozumba and I promised to consolidate on his numerous achievements.

“I commend the engineering faculty for making the university proud as well as naming the car after Ozumba who ignited the fire of innovation and technology in the university.

“I also commend NDDC for its encouragement as well as giving UNN a chance to show its potential”, he said.

Speaking, Ozumber said he was overwhelmed when he received invitation to come and witness unveiling of the electric car which was initiated by his administration,

“When I came on board I said we need innovation and technology to be at par with China, US, Sweden and other developed countries of the world.

“That was why I provided the resources and encouragement for innovations and technology because I believe that is one of the ways we can improve our country’s economy.

“it is my desire to improve the economy of UNN , the economy of Nigeria as well as increase the country foreign exchange,” he said.

Earlier Mr Ozoemena Ani, from faculty of engineering who was the coordinator of UNN Metetronic group led the team that produced the Lion Electric Car said the car was produced with 80 per cent local content materials.

Ani said the car could be charged in any electric socket and when fully charged would go distance of 30 kilometres .

“We used 80 per cent local material content in building this electric car

“it cost us N800,000 to produce the car.

“When the car is full charged it will go up to 30 kilometers before it can be recharged, “he said.

I think visa free is a big plus to Ghana, considering the fact that Ghana is not reciprocating that to south Africa citizens on equal terms ( visa on arrival still subjected the foreigner to a queue and he/she has to pay for it). well, i am sure Ghana will reciprocate in full. south africa continue to strengthen her diplomatic mission with far away Ghana. that is interesting and commendable. .

Myself and a friend of mine had plans to go to Kenya to open a Business there. Can you imagine what we found out ? They are following European standard. To a fellow African ? Mogbe. Awon omo Eran osi.

My friend was told he would have to either marry one of thier Yam Tubbers Legged women (Super ugly) to get one stupid pin or apply as a Student. He dumped Kenya for Senegal where Nigerians are given VIP treatment at the Airport.. Myself just lock up the idea. If any country is not visa free for me, why waste my money going there ? I am going to this country to spend my money not the other way round, particularly in Africa.

Over my dead body will I apply for any Visa to go to any country for that matter in Europe or America not to talk of Africa. Kenya has sold out her sovereignty to the Anglo zoo. It's one of the reason Nigeria can never be compared to a sold out territory. South Africans always admire Nigerians for a reason.
