if you want to count skyscrapers in Germany. visit Frankfurt, it challenge new york. but. Germans themselves are not in love with skyscrapers base on goverment restrictions as you put it.

None of East Africa cities come close to Nairobi. Adis,Dar, Kampala and Kigali are competing with Mombasa. Not Nairobi. I don't know if you know tha Dar Slums longest double lane road is not even 10kms . Maybe having BRT - which is just a dedicated bus lane - give you some kicks - but Nairobi infrastructure is world class. Way better than anything you got in Nigeria. You talk about light rail...Nairobi has always had a light/commuter rail that has always been functional. It just need to be modernized.
