Hello Pls i need help on something concerning setting up a Cafe Network now here's the deal

I want to set up a wifi network in my Work place its gonna be like a Cafe stuff but now u dont need to use my computers but wifi u can connect to it anywhere u are only that u need to Buy the time from me with ur logins to use my wifi

Now the help i need is how to set up the wifi to use logins like that of a Cafe and the rest of it and also how to Extend the wifi range to cover a Full 2story building i bought a Wifi Extender tho but to set the wifi and all is my issue so pls if u have full idea of it drop a Message with ur number let me chat u on whatsapp thanks
