Apart from apapa phase 2 road project and the Abuja-kaduna road the rest are slum upgrade road and mere rehabilitation...You must know that at that time we were still in serious recession so there was scarcity of cash to fund project...

Don't let one or two achievement of your goverment in that sector fool you? There is equally such development in Ghana. per good road quality, Tz don't even have it better than Mali ( A war zone in west africa ) kenya had done well in this regards, you cant compare Ghana social quality system to your country. the kind of similar houses live by Ghanaian in Ghana are mostly occupied by forienger in TZ. better houses and bigger recreation fercility are all over Ghana ( Accra to be precise , so I don't get your false comparism) here.
