Because fuel costs
N386 in Cameroon.
N328 IN Benin
N350 in Niger
So, why won't a smuggler buy fuel at N137 from depot and smuggle it across the broder...

If subsidy goes, the smuggling would go too.

Well, here is the explanation

At the time , in 2016, fuel was selling at N87 per liter., meanwhile it cost N132 to import that one liter of fuel.
Also in 2016, as oil prices were now at $30 per barrel, the revenue for paying for subsidy was also very low.

So, government raised the price to N145, thus ending the subsidy..for then...till import costs shot up to N150, then 200 per liter today.
What government does now, is have NNPC import fuel at N200, sell at N137 to depot..and pays NNPC part of the difference, while NNPC makes up the rest.

And that is why fuel is at N145 per liter.

As for why we cannot improve refining capacity

1.Danogte is building a refinery...as are two other guys.

2.Most people don't want to build refineries because the cost of refining one liter of fuel here in Nigeria is more than N145. (Even Dangote is looking to exporting to make up any loss from selling fuel at home).

NOTE

GEJ did something similar...in 2011...raising fuel from N65 to N140, with a landing cost of N99 per liter before protests caused him to knock it down to N97 and then to N87...while landing costs kept on rising.

Remove subsidy, suffer high prices for a few years, but meanwhile, it would become worthwille for more people to build refineries, earn profits, which lead to icnreased production, and eventual low prices.
