Nigerian judiciary in fact all public institutions have been corrupt since babangida's time. I remember in the early 1990s I overheard an Uncle talking about having to bribe a renowned judge over a case involving his company.

The candidate in 2015 was not Igbira but Yaya Bello is so that may be partly responsible, if you discount the "vote padding" of course.
