Sometimes I don't understand the herd mentality of people. People should learn to THINK for themselves instead of copying. An Airport is a hub of transportation. Nothing more, nothing less. It makes money from fees and taxes from flights. An airport is profitable the more valuable the flights that depart/arrive at its PORT. Most of Nigeria's airports are white elephants because they are built at huge cost and generate very little revenue.

Lets us an example - Asaba:

Asaba International Airport
Cost: 32 billion.
Passenger Traffic: 200,000 / year.
Average Revenue per year (est.): 600m
Operating Profit (est.) per year: < 130m

The State government has concessioned Asaba airport to private investors in exchange for 100m per year. The investors are not assuming the huge amount of debt sunk into the airport. Instead all they have to do is cover operational costs. But for Delta State government getting 100m per year it will take around 320 years to recover the 32b it sunk into that airport. That is the very definition of white elephant.

The only airports in Nigeria that are making serious money are the international airports with TRAFFIC. Lagos Murtala International Airport for example makes at least 15,000 per passenger and 3m international passengers go through it. Its revenue is easily over 45billion naira.

However, Enugu International does just 40,000 international passengers and 300,000 domestic passengers so its revenue is proably somewhere around 1.5 billion naira.

So given the low volume of flights throughout the South-East (Owerri, Enugu, Asaba), and the small distances between cities, the South-East State Governments really should be working together to promote ONE airport as a regional international aviation hub. Enugu ideally makes a lot of sense because of the existing infrastructure and federal investment. It was symbolic that all 5 state governors turned up when Goodluck pronounced that airport international.

Anambra State Government and others should focus on building proper large organized Bus and Truck terminals in cities for inter-state buses in major cities like Onitsha, Nnewi and Awka. This will yield a lot of revenue since most people move by road. For example, assume that around 3m people travel between Anambra and Lagos per year. If you build large bus terminals with bus ticketing offices and places to board buses and charge 7.5% VAT then a typical Lagos ticket of N4,000 will be taxed 300 yielding 1b in VAT on the Lagos-Anambra route. You concession parking, food stands, shops and bus terminals can compete with Air Ports in revenue.

The same goes for trucks and trailers and individal-owned buses. The State government loses a lot of revenue to street agents by allowing buses, trucks and trailers to park along the sides of expressways rather than in official parks. In organized countries, trailer parks not only yield parking revenue but conveniences.

Finally, the state has to recognize illegal hawkers not as symptoms of "poverty" but as a single-owner business. In other countries street vending is licensed and fixed to a particular spot and limited in number not to constitute nuisance. New York City for example has a few street stands where t-shirts or popcorn or bags are sold. They are carefully regulated. They have trash bins and pay tax to the city. But in Nigeria, you have armies of hawkers laying siege to popular corners of business districts dumping trash on the street or in gutters. Totally unregulated.

Your argument is flawed abi-initio because you base it on the present Nigerian political-economy that has Lagos and Abuja as centres of gravity! If Nigeria is restructured or dismembered, all airports in the south-east and south-south (existing and planned) would be viable in their own right!
