Our population has grown rapidly,and urbanisation even faster. The number of people and things to attend to with same resource has grown exponentially. Nowadays,most of our budget goes into recurrent expenditure with little left for infrastructural expansion. Aguiyi Ironsi did not create the unitary system of government which Nigeria currently use because of the Igbos. He created the unitary system of government to consolidate power.
