There are just not enough kits to test everyone.
That is why different health regulatory bodies have developed evolving criteria for testing people depending on where that particular place is in the pandemic curve, the raw numbers, and the availability of kits.

Due to the mass hysteria If you open the testing to everyone who has one or two sniffles you will completely run out of kits, then what?

This is an unusual situation, even advanced countries are short of ventilators, These are equipments that are not used regularly.

The entire USA has about 150K ventilator and this was deemed enough for the past years until this Corona stuck

I have sms messages from Usa embassy in Ottawa, giving me tips on prevention and hot lines to call if help is needed. That's how much our leaders should treat lives of Nigerian people.

We always foolishly believe that any soul lost, is allowed by God/Allah, when some could be saved but for our ineptitude, inactions and carelessness.

I still maintain that no significant progress, if those people could still have info and tools to easily ambush that large number of soldiers sent by the state.

The bold part of Ur post is the general reasoning of an average hausa/Fulani man. They really do not see big deal in people dieing irrespective of the circumstance surrounding the person's death.

The problem is they take this attitude/culture with them even when presiding over people of diverse ethnic nationalities. This is why most people think Buhari is heartless send love seeing people die.

Not only Government, i notice that most of us, Nigerians, don't care about the life of one another. These ordinary Nigerians are those that will climb to leadership positions. Be it under Pdp or Apc or Apga, the nonchalant attitude to safety of lives will continue.

You are welcome. For instance what we are doing here presently is targeted testing rather than widespread testing.
Community transmission is still relatively low here compared to the rest of the developed world, hence you have to meet BOTH epidemiological AND clinical criteria to get tested.

Epidemiological criteria: recent foreign travel in the 14 days before becoming unwell OR contact with known COVID-19 positive person in the 14 days before becoming unwell.

Clinical criteria: fever above 38C OR cough OR sore throat OR Shortness of breath.

However any patient with severe pneumonia or any health worker with fever or any respiratory symptoms at all can also get tested irrespective of criteria.

That is our current testing protocol here but this would surely change with time.
For example a place like the UK with a lot of community transmission already won’t place as much premium on foreign travel as we have done.
