Chloroquine does not work against the virus. As a matter of fact, it has ended up killing subjects.

As for UV rays, we all know that it would be impossible to use around the skin at the temperature needed to inactivate the virus.

I think people are quoting him out of context just to derogate him. He didn't mention any product per say, he is thinking out loud as lay man would ask if those methods are applicable. It is left for the medical people in the briefing to let him and everyone know that scientifically, such may not be possible.
