The only problem in China right now is the authoritarian CCP. If China adopt democracy with the level of economic activities going on there, no section of the country will want to leave. The problem has always been on lack of freedom.

I don't understand what you mean by a political penetration though, as the only thing the North and South has signed is the Sunshine Policy, which allows makes way for some shared interests eg. Having a combined team for the Olympics.

As long as South Korea remains a puppet of the US, NK will never fully trust them. And about becoming a democracy, that is completely out of it.
Even if they're going to open up their doors, and that's a big IF, it doesn't mean they will become a democracy. China does business with the world but is still very communist.
