There is difference between Lagos state and Lagos city. Lagos state comprises of cities and towns within Lagos state while, Lagos city, Ikeja, Lekki, Eko Atlantic, Ojo, Ikorodu, Epe, Badagry etc are cities and towns within Lagos state.

Now, Lagos city was initially made up of Lagos Island, Ikoyi and Victoria Island before mainland (Yaba) was added, these areas were planned. This is what I mean by Lagos was planned.
