if you need an average gaming PC you need least 100k give or take this is price for an average of course it may cost way more or less

From 150k he can start thinking about getting an entry level UK/US used gaming laptop with gtx 1050 or 1050ti.
For a gaming laptop with gtx 1650 and above he should budget about 250k and above

But if he just wants to play PES/FIFA on low settings I think with a lot of luck he can see a used laptop that can do that for the price he quoted

Can normal laptops(without gaming laptop tag) perform high graphics games as well, like hp spectre 360, lenovo laptops and macbook lite..

It depends on the kind of work you want to do. well overclock normal laptop can do all of the above but not on a long run you see
with time the Normal laptop will get weaker and weaker I'd love to go into the details but this is as brief I can tell you

To be sincere fifa on the switch is not as good as the PS4 or Xbox one version. It is still using the old ignite engine from fifa 16 and tweaks from fifa 17. I only enjoyed it because of portability aspect of it but seriously f”ck EA.
