Cos governors before him refused to pay, he is just being human and kind , this is Nigeria , nothing will happen if he also refuse to pay them. This man will earn my vote 100 times, my mom is a retired civil servant , he has been paying the monthly pension every month without disappointment, I'm surprised though, he's kind is rare in current day Nigerian politics
